PLANNED REAL ESTATE DEVELOPMENT ANALYST DEFINITION:
Under the direction of a Supervising Planned Real Estate Development Analyst or other supervisory official in the Department of Community Affairs, reviews applications for registration and Public Offering Statements in accordance with The Planned Real Estate Full Disclosure Act and Regulations (N.J.S.A. 45:22A-21 et seq.; N.J.A.C. 5:26-1.1 et seq.); does related work as required.

Reviews Public Offering Statements and Applications for Registration for compliance with the Planned Real Estate Development Full Disclosure Act and Regulations.
Determines whether all exhibits required have been properly attached to Public Offering Statement and checks application for completeness.
Reviews all component parts of Applications for Registration, including Power of Attorney, Articles of Incorporation or Partnership, Builder Registration, statement of non-discriminatory offering of units for sale, title binder, Contract of Sale, Master Deed, evidence of possession of 3D Bond in amount equal to the annual budget, letter of adequacy and financial statements, certification of compliance with all applicable State regulations.
Compares metes and bounds description of property with site plan to detect inconsistencies and errors.
Examines site plan to determine whether compliance with State regulations regarding flood plain management, stream encroachment, coastal zone management and other applicable regulations is required.
Makes determinations as to the inclusion of information in the Public Offering Statement to ensure that the prospective purchaser is informed of all pertinent conditions of ownership as described in the Master Deed and other documents submitted.
Examines financial statements submitted to determine economic viability of developer and proposed project.
Provides recommendations to management regarding actions to be taken on Applications for Registration.
Checks application fee submitted for correctness as determined by proposed number of units to be offered for sale.
Prepares Order of Registration for issuance when Application for Registration has been satisfactorily completed.
Meets with developers and/or their legal representatives to review any problems which may exist in the Application and to suggest methods to correct such problems.
Responds to complaints of alleged violations of the Planned Real Estate Development Full Disclosure Act and Regulations.
Prepares reports and correspondence relative to Application for Registration.
Reviews requests for the authority to make non-binding reservations and recommends action.
Coordinates review of condominium applications with Landlord-Tenant programs.
Reviews engineering reports as part of condominium conversion projects and provides recommendations as to appropriateness of the submission.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Seven (7) years of professional experience in the review and processing of legal documents relating to the development and sale of residential real estate and financial contracts and statements.
OR
Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience.
OR
Possession of an L.L.B. or J.D. degree from an accredited college or university.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of real estate terms as they relate to the sale of residential properties.
Knowledge of New Jersey corporate and partnership statues.
Knowledge of the types of title and related documents used in the sale of real estate.
Knowledge of research methods and report writing.
Ability to research, comprehend, interpret and apply knowledge of the Planned Real Estate Full Disclosure Act of 1977, the Condominium Act and Retirement Full Disclosure Act of 1969 or the N.J. Real Estate Full Disclosure Act, N.J. Real Estate Licensing Law and the Interstate Land Sales Full Disclosure Act.
Ability to establish and maintain cooperative working relationships with consumers, tenants, developers and their representatives.
Ability to comprehend and interpret contracts, agreements and site maps.
Ability to negotiate and resolve complex problems.
Ability to collect factual information from records and investigations and present it in understandable and accurate form
Ability to conduct interviews with consumers, developers and attorneys.
Ability to comprehend, interpret and apply basic laws, regulations, policies, standards and procedures and to apply them to specific situations in accordance with established procedures.
Ability to prepare reports.
Ability to prepare correspondence.
Ability to establish and maintain records and files.
Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
