Job Specification

CONSTRUCTION CODE INSPECTOR 1

DEFINITION:

Under general supervision of a Subcode Official or other supervisory 
official in a state department, institution, or agency, performs work for 
residential and small commercial structures including the review of 
plans and specifications for Class 3 structures, and inspection of all 
construction in all classes of structures pursuant to the Uniform 
Construction Code Act; does other related duties as required.

NOTE: The examples of work for this title are for illustrative purposes

the job may not be listed.

EXAMPLES OF WORK:

Conducts required inspections of Class 1, 2, and 3 structures to 
ensure compliance with the appropriate Uniform Construction Code 
subcode and regulations.

Reviews plans and specifications of Class 3 structures.

Ensures that all required inspections are conducted within the time 
limitations established in the regulations.

Checks materials to be used and inspects placement of materials 
to ensure that they are of the type, quality, and grade specified in 
the approved plans and specifications and that they met necessary 
performance standards established in the regulations.

Maintains inspection schedules established by the regulations and 
department policy and ensures that projects within the assigned area 
of responsibility are inspected at critical points.

Issues onsite warning, citations, and stop work orders in cases of 
serious violations of regulations or adopted subcodes which might 
endanger the health, safety, and/or welfare of the public or building 
occupants.

Recommends issuance of approvals and certificates when all 
requirements have been met.

Testifies at court and in administrative hearings on behalf of the State.

Establishes and maintains cooperative working relationships with 
architects, engineers, construction personnel, owner representatives, 
and with local enforcement officials in the assigned municipalities 
including policy, fire, health and zoning officers.

Serves subpoenas and other legal process notices including 
notices of violation.

Maintains required inspections records and files.

Prepares reports containing findings, conclusions, and 
recommendations.

Will be required to learn to utilize various types of electronic and/or 
manual recording and information systems used by the agency, 
office, or related units.

REQUIREMENTS:

EXPERIENCE:

Six (6) years of experience in construction project management 
work such as a construction manager, construction official, general 
contractor, architect, or engineer with field responsibilities for all 
levels of construction, OR as a building trades craftsperson.

LICENSE:

Applicants must possess a valid Residential and Small Commercial 
Specialist (RCS) construction code enforcement license in building 
inspection issued by the Department of Community Affairs.

NOTE: Appointees must continue to complete the continuing 
education requirements to maintain their RCS license.

Appointees will be required to possess a driver's license valid in 
New Jersey only if the operation of a vehicle, rather than employee 
mobility, is necessary to perform essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the Uniform Construction Code Act and Regulations 
after a period of training.

Knowledge of applicable subcodes adopted pursuant to the Uniform 
Construction Code Act including knowledge of the information that 
must be contained in inspection reports.

Knowledge of the construction process for smaller buildings and
the points at which inspections must be conducted.

Knowledge of the proper placement of materials and equipment 
used in building construction including different types of materials, 
equipment, and labor services used in the construction and alteration 
of buildings.

Knowledge of the problems involved in the preparation of estimates 
from plans and specifications and sources of information as to the 
availability and market prices of material, equipment, and labor.

Knowledge of methods used to estimate construction costs and 
the information that must be contained in estimates.

Knowledge of basic inspection tools and test methods.

Ability to read and interpret preliminary and detailed plans and 
specifications and to determine their compliance with Construction 
Code regulations and adopted subcodes.

Ability to prepare inspection reports.

Ability to prepare violation notices.

Ability to calculate permit fees.

Ability to accurately determine defects.

Ability to prepare comprehensive work lists of defects at the 
conclusion of the onsite inspection.

Ability to establish cooperative working relationships with local 
police, fire an inspection forces, owners, contractors, architects, 
engineers, and others with an interest in construction code 
enforcement.

Ability to organize field assignments and analyze problems.

Ability to conduct required field trips, inspections and investigations.

Ability to negotiate and resolve problems in the field.

Ability to comprehend, analyze and interpret complex laws, 
regulations, policies, standards, and procedures and apply 
them to specific situations.

Ability to prepare correspondence.

Ability to maintain records, reports and files.

Ability to prepare reports containing findings, conclusions 
and recommendations.

Ability to utilize various types of electronic and/or manual 
recording and information systems used by the agency, 
office, or related units.

Ability to read, write, speak, understand, or communicate in 
English sufficiently to perform the duties of this position. 
American Sign Language or Braille may also be considered 
as acceptable forms of communication.
