GRANTS MANAGER DEFINITION:
Under direction of an administrative officer, is responsible for the handling of all federal and private state grants within a department and the development of methods and means to secure new funds for proposed programs; does related work as required.

EXAMPLES OF WORK:
Under direction, supervises the acquisition, dispersal, and follow-up of federal grant programs in which a department participates.
Reviews proposed budget requests for federal grant programs, and facilitates the approval process through the department of the Treasury, Budget Office, Office of the Governor, and U.S. federal Agencies.
Maintains an inventory within the department of federal funding including an inventory of the department units under the program specifications of federal monies.
Functions as the department representative on federal funding and represents the Director before appropriate federal government agencies.
Reviews plans for the administration of federally funded programs and advises the Director of Administration and other units of the department of the acceptability and adequacy of the proposed plans; may approve or disapprove requests from operating agencies.
Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
Meets with the heads of department units to review current federal grant funding to ensure that the funds are utilized to their maximum capacity.
Monitors and responsible for the execution of project budgets; provides recommendations in aspects of project organization and administration.
Assures proper accounting procedures for project administration are in effect at the project level and department budget level.
Responsible for preparing specific project applications for grant resources; provides technical assistance to department entities for grant applications, and establishes administrative and evaluation programs.
Coordinates the resources of the department in preparation of reports and statistical data.
Reviews federally funded programs to determine whether they are functioning efficiently and recommends corrective measures.
Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE:Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience.
Eight (8) years of professional experience in the coordination of grant funding in a public or private organization including basic experience in the operation and procedures normally associated with federally funded grants and demonstration projects.
OR
Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience.

LICENSE:
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of and familiarity with the federal legislative procedures relating to the allocation of federal funding.
Knowledge of federal funding and its application to specific programs within the department.
Knowledge of the department's programs, policies, procedures, standards, and internal operations.
Ability to plan, organize, supervise, and coordinate federal funding within a large state department.
Ability to analyze programs using federal funds and recommend corrective action where deficiencies exist.
Ability to maintain proper and cooperative programs and relationships between department and federal units.
Ability to communicate with the various units of the department in relation to research, development, maintenance, planning, and technical assistance in relation to federally funded projects.
Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
