ASSISTANT DIRECTOR, JUVENILE JUSTICE COMMISSION
DEFINITION
Under direction of the Executive Director of the Juvenile Justice
Commission, assists in the overall administration and management
practices of assigned component programs related to parole,
aftercare, classification, education, and placement assessments,
detention practices and risk management initiatives, and directs the
planning, coordination, and implementation of designed community
programs to educate, rehabilitate, and develop juvenile offenders to
become productive members of society; does other related duties as
required.

EXAMPLES OF WORK:
Directs the administration and operations of statewide, county, and
municipal residential and community based programs within a defined
region designed for the classification, placement, probation
requirements, parole, aftercare, and custody of juvenile offenders as
adjudicated by the family or juvenile court judge.
Directs the establishment and review process of governing standards
and directives for the operational components of the region subject
to the approval of the Juvenile Justice Commission Executive Board.
Directs the activities for procedure review, audit and evaluation of
programming initiatives, and performance and delivery of services
provided to juvenile offenders.
Oversees the development and implementation of programming
modifications.
Develops the goals and objectives of service providerships and
vendors authorized by intergovernmental agencies and the Youth
Service Commission in providing services and stipulated provisions to
address needs as assessed for juvenile offenders.
Directs subordinate staff in the development and implementation of
programming initiatives designed to meet identified goals and
objectives of the varying components services delivery activities.
Directs coordinated activities with the family and juvenile court
judges and authorized representatives of the Administrative Office of
the Courts and Bureau of Parole officials for the detention,
commitment, placement, parole, risk assessment, or probation status
of juvenile offenders who have been adjudicated by the respective
juvenile courts.
Reviews, evaluates, and provides comment on proposed and existing
legislation relevant to juvenile offenders' care and habilitation
efforts.
Directs the process of reception for juvenile commitments from county
courts, coordinating activities to determine classification
placements and risk assessments of juvenile offenders into specific
programs designed to meet their individual needs assessments and in
determining the care, custody, education, and treatment as required.
Coordinates the oversight in directing the planning, design,
development, and implementation of educational, rehabilitative, and
treatment programs and services for juvenile offenders placed under
the care and custody of the aftercare program provider.
Directs the establishment of specially designated detention programs
created to meet the needs of juvenile offenders classified with
sexually abused, addictive, predatory, deviant personality profiles,
and/or other acute behavioral defined problems.
Maintains liaison and develops contracts with state, county,
municipal, private, and public agencies for placement of committed
juveniles into aftercare and treatment programs.
Provides advice to the Executive Director in developing state
intergovernmental directives, regulations, and operating procedures
for the utilization, allocation, and management of staff, capitol
expenditures, fiscal resources, and grants administration activities.
Keeps abreast of new trends and developments in the field of juvenile
delinquency in addressing specific issues and meeting empowerment
objectives.
Directs the development and evaluation of defined programs for the
training and employee development of assigned staff.
Directs partnership programs designed to assist local communities in
the planning, implementation, and evaluation of delinquency
prevention/juvenile programs and servicing providerships.
Directs the coordination of intergovernmental activities in the areas
of staff development, training objectives, reports, and recordkeeping
requirements, research and policy development, fiscal and monitoring
control, facility maintenance, treatment, education, community
relationships, and other bonafide servicing areas of empowerment
initiatives.
Assists in the preparation of the annual regional master budgetary
spending plan which identifies all facilities, programs, personnel,
consultants, contracts, services and providerships, and other capitol
costs of operations.
Directs the scope of work projects, programs, and pending objectives
to be accomplished and has the responsibility for performing employee
evaluations and appointing, retaining, training, promotion, demotion,
reassignment, separation, and/or disciplining of personnel within the
assigned regional components.
Drafts finalized budgetary requirements and needs for the aftercare
operations and services components of the Juvenile Justice
Commission.
Directs long and short range planning and evaluation objectives for
rehabilitative programming requirements and servicing activities of
the region.
Oversees the development and the negotiating process of obtaining
contracts from vendors and service providerships within the region
for community based programming goals of addressing parolees' needs
assessments and rehabilitative objectives.
Ensures subordinate managers and supervisors are delegated the
necessary authority and training to perform assigned responsibilities
as identified by the Juvenile Justice Commission Executive Board and
legislative intent.
Directs the preparation of proposals for funding grants and contract
terms and requirements to adhere to the grant and/or endowment stated
conditions.
Represents the Executive Director at meetings, conferences, formal
hearings, town meetings, official gatherings, speaking engagements,
and other forums as required.
Functions as a public relations coordinator and advocate for juvenile
offender programs with various associations, organizations, and
entities.
Prepares text for presentation at speaking engagements on specific
topics of interest.
Interacts with various media organizations within the region.
Reviews and interprets findings obtained by survey instrumentation
formats utilized to identify and evaluate the delivery of servicing
providerships and contracted services.
Directs the coordination and review of minigrants and endowments
received and earmarked for aftercare regional activities in
compliance with funding stipulated requirements.
Directs the preparation of correspondence, memoranda, reports,
statistical data, and other communications.
Oversees and directs the preparation of official reports, programs
reviews and evaluations, and other subject requirements.
Directs the establishment, maintenance, and security of essential
records and files.
Utilizes various types of computer information and database systems
and/or information systems used by the commission, agency, region,
component, or related units.
Will be required to learn to utilize various types of electronic
and/or manual recording and computerized information systems
used by the agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Graduation from an accredited college or university with a
Bachelor's degree supplemented by a Master's degree in Sociology,
Psychology, Social Work/Administration, Education, Guidance and
Counseling, Penology, Criminal Justice, Public Administration, or
related subject of study.
EXPERIENCE:
Five (5) years of program experience in the field of juvenile
justice/social work administration or coordination of community based
programs in the orientation, training, treatment, education, and
rehabilitation efforts of socially maladjusted and/or juvenile
offenders, four (4) years of which shall have involved the management
of a large scale social service agency, juvenile justice
organization, or troubled adolescent outreach community services
program.
NOTE: Applicants who do not possess the required education may
substitute additional program experience as indicated above on a
year-for-year basis for the Bachelor's degree, with thirty (30)
semester hour credits being equal to one (1) year of college, and two
(2) additional years of program experience for the Master's degree.
LICENSE:
Appointees will be required to possess a driver's license valid
in New Jersey, only if the operation of a vehicle, rather than
employee mobility, is necessary to perform the essential duties of
the position.
KNOWLEDGE AND ABILITIES:
Knowledge of theories, principles, practices, and applications of
modern sociology, psychology, criminology, penology, and curriculum
standards relevant to the treatment and rehabilitation of socially
troubled, maladjusted, and/or juvenile offenders.
Knowledge of management principles, practices, techniques, and
programming objectives to be accomplished by a large public agency
servicing primarily juvenile offenders.
Knowledge of problems involved in the treatment, training, education,
and rehabilitation of socially troubled and maladjusted offenders in
addressing long term programmatic behavior patterns and corrective
action reform initiatives.
Knowledge of varied community resources and programs to be utilized
in the social, economic, and emotional rehabilitation of paroled
juvenile offenders and reactions to be expected of such persons
subject to specified and restrictive requirements.
Knowledge of the issues and situations to occur that affect the
judgment of paroled juveniles economically and socially within the
community.
Knowledge of laws, rules, regulations, directives, policies, and
procedures relating to the aftercare operations and programming goals
for inservicing community based programs and risk management
objectives involving juvenile offenders assigned to alternative
incarceration programs for rehabilitation purposes within the
community.
Knowledge of administrative procedures for reporting violations of
directives, policies, and programming requirements.
Knowledge of principles and practices of identifying needs
assessments.
Knowledge of principles and techniques on mediation.
Knowledge of programs and funding resources offered by foundations,
private organizations, and block grants that address community
intervention and juvenile assistance programs.
Knowledge of methods, procedures, and process in submitting proposals
for grants assistance for government agencies, private foundations,
nonprofit organizations, and other endowment entities and
corporations.
Knowledge of methods in developing proper work procedures and in the
delegation of authority, work assignments, instructions, and
directions to subordinate managerial and supervisory employees.
Knowledge of concepts and goals of the Juvenile Justice Commission
interfaced with the Aftercare Operations and Services components
involving the techniques and aspects of resource planning,
contracting and grants administration, and organizational and
component program development and analysis.
Knowledge of modern public and government resource management
concepts and techniques.
Knowledge of resources allocation concepts employed to develop
optimum fiscal spending plans in a public organization.
Knowledge of procedures utilized in maintaining extensive records and
filing systems and the security practices thereof.
Knowledge of principles and applied practices of public
administrative policies as they relate to human resource management,
organization structure supervision, and applicable support mechanisms
with diverse goals and objectives to be accomplished.
Ability to oversee and direct the preparation of applications for
federal monies and matching fund grants formulation process.
Ability to interface with elected government officials and their
representatives at the federal, state, and local levels functioning
as an advocate for juvenile and aftercare programs.
Ability to analyze, comprehend, interpret, and apply problem solving
skills to specific situations and circumstances when utilizing rules,
regulations, directives, policies, and procedures of the Juvenile
Justice Commission.
Ability to develop, plan, and direct the reviews of policies and
operating procedures and provide advice and guidance to Commission
and community officials on matters pertaining to risk management
assessments and alternative programming requirements in lieu of
confinement purposes for juvenile offenders.
Ability to direct the development of models and standards to enhance
programming instruction and communication efforts with others
adhering to established directives and aspects of fostering positive
reenforcement methods designed to address troubled adolescents'
behavior patterns and the enforcement of behavior standards.
Ability to direct the development, oversight, and implementation of
agency training programs and courses of study, seminars, and
conferences subordinate employees should partake to enhance and
provide instructions to others in applying the principles and
practices of Commission directives as they apply to juvenile
delinquency problems, issues, and aspects.
Ability to prepare responses on program development issues for
presentation at hearings, town meetings, and others forums,
representing the Executive Director of the Juvenile Justice
Commission.
Ability to apply accepted behavioral principles and practices with
juvenile needs assessments and risk management concepts.
Ability to establish and maintain liaison and cooperative work
relationships with federal, state, local, and community officials and
representatives interested in addressing juvenile crime, prevention,
rehabilitation, and fostering programs.
Ability to direct the oversight of cooperative studies and surveys
with instrumentation capabilities specifically developed to address
community based programs successes and failures and assessing the
delivery of services contracted by vendors and providerships
sanctioned by the Youth Service Commission.
Ability to possess good communications skills to converse and provide
information to the general media, and at speaking engagements,
townhall meetings, community seminars, and other designated forums.
Ability to direct liaison activities with business/corporate
representatives and County Chambers of Commerce officials within each
region for their support and financial assistance in providing
rehabilitation incentives.
Ability to develop programs and networking cooperatives for shared
interests and relationships with business leaders, local and elected
officials, educators, and social service and law enforcement agencies
to address employment and education partnership issues for juvenile
offenders.
Ability to interpret relative information in the context of accepted
theories from various related fields of studies interfaced with new
concepts utilized in the risk management activities for juvenile
offenders, aftercare operations, and alternative services programs in
lieu of detention practices.
Ability to prepare and provide detailed reports on any issues,
problems, or conditions warranting specific action and the action
taken.
Ability to prepare detailed correspondence, reports, memoranda, and
communications on aftercare operations and regional activities.
Ability to direct the gathering, collating, maintaining, and
dissemination of statistical information.
Ability to utilize computer information systems, software
applications, and other various types of information systems or
recordings used by the Commission, regions, facilities, or related
components.
Ability to read, write, speak, understand and communicate in English
sufficiently to perform the duties of this position. American Sign
Language or Braille may also be considered as acceptable forms of
communication.
