ASSISTANT CHIEF EXECUTIVE OFFICER CARE FACILITY
DEFINITION:
Under the direction of the Chief Executive Officer, in the Department of
Human Services and the Department of Military and Veterans Affairs,
assists in all aspects of the administration and management of a facility
serving individuals with developmental disabilities; supervises designated
programs and activities as assigned; supervises work and staff activities;
prepares and signs official performance evaluations for subordinate staff;
does other related duties as required.

EXAMPLES OF WORK:
Assists in all aspects of operations, including supervision and coordination
of the residential facility program.
Plans, organizes, supervises, and directs appropriate programs and services
for adults with developmental disabilities in accordance with legal, and
federal and state requirements.
Develops programs of residential and professional services, including social
services, psychological services, and admission and evaluation services.
Supervises the classification of those served including the determination of
program and treatment requirements and the preparation of case records.
Plans, conducts, and participates in staff meetings relating to programs of
education and training for individuals with intellectual or other developmental
disabilities in a residential facility.
Advises staff, and residents and their families, on administrative matters
relating to Public Law, Department Administrative Orders, Division Circulars
and the rules, regulations, standards, policies, and procedures of the facility.
Oversees and/or coordinates the activities of various committees.
Ensures the facility meets all federal, State, and local standards and
receives the maximum revenue available from all sources.
Oversees or assists in overseeing all areas of facility management,
including fiscal and Human Resource matters.
Assists in budget preparation.
Keeps informed of new developments, research and philosophies
affecting the field of developmental disabilities.
Keeps informed of public laws relating to the rights of institutionalized
individuals and ensures all functions of the facility are in conformity with
these laws.
Carries out special assignments, surveys, and research as requested
by the CEO.
Supervises the work operations and/or functional programs and has
responsibility for effectively recommending the hiring, firing, promoting,
demoting and/or disciplining of employees.
Resolves guardianship matters.
Resolves matters involving families and agencies interested in residents
of the facility.
Directs the preparation of arrangements for the discharge of residents
from the facility.
Prepares detailed and accurate statistical and technical reports as
required.
Directs the establishment and maintenance of essential files, reports,
and records.
Will be required to learn how to utilize types of electronic and/or manual
recording and information systems used by the agency, office or related
units.
IF ASSIGNED TO THE DEPARTMENT OF MILITARY AND
VETERANS AFFAIRS:
Plans, organizes and supervises/directs programs and services for
an in-residence primarily geriatric long-term care population taking
into consideration all legal State and Federal requirements.
Ensures that each resident is evaluated upon admission and periodically
thereafter to assess both medical and socialization needs of the resident.
Documents these needs as appropriate.
Monitors the New Jersey Department of Health, Veterans Administration,
CDC, Standards and industry literature for new developments, treatments,
regulations, etc. that have an impact on Memorial Home Management
and the provision of services to residents.
As necessary plans, conducts, and participates in staff meetings
concerning changes in facility protocols resulting from changing
State and Federal regulations and/or treatment modalities.
Ensures that when residents are transferred to an acute care or
rehabilitation facility, that the resident and family members are
adequately prepared for the transfer to an alternate facility as
well as the resident's return to the Memorial Home.
REQUIREMENTS:
EDUCATION:
Graduation from an accredited college or university with a Bachelor's
degree supplemented by a Master's degree in social work, education,
sociology, nursing, administration, psychology, speech therapy,
occupational therapy, physical therapy, counseling or gerontology.
EXPERIENCE:
Four (4) years of administrative experience with responsibility for a
significant program in an institutional environment, a developmental
center, or other facility or agency dealing with those who have
developmental disabilities and/or long-term care residents with a
variety of medical issues, two (2) years of which must have included
direct management of a major unit or program.
NOTE: Applicants who do not possess the Master's degree, but do
possess a Bachelor’s degree in any one of the areas listed above,
may substitute two (2) additional years of managerial experience
as specified above.
NOTE: For positions in a Veteran’s Memorial Home, appointees must
possess a current Nursing Home Administrator License issued by the
State of New Jersey.
LICENSE:
Appointees will be required to possess a driver's license valid in
New Jersey only if the operation of a vehicle, rather than employee
mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the accepted theories of various habilitative programs
for adults with developmental disabilities.
Knowledge of the specialized needs of individuals with developmental
disabilities and/or long-term care residents with a variety of medical
issues.
Knowledge of the problems/issues encountered by individuals with
developmental disabilities.
Knowledge of the programs and resources available to individuals
with developmental disabilities in the State of New Jersey.
Knowledge of employee relations principles and Human Resource
management techniques.
Knowledge of New Jersey Statutes and Federal Regulations governing
the residential population served.
Knowledge of the varied physical, medical, emotional, and psychological
needs of a primarily geriatric population confined to long term care.
Knowledge of healthcare and institutional administration including
knowledge of theories, techniques, as well as knowledge of the
current literature in the fields of long-term care and gerontology.
Ability to interpret the New Jersey Statutes governing the
institutionalization of individuals with developmental disabilities.
Ability to administer and organize resources available to a large
congregate facility and to execute objectives in an economical and
efficient manner.
Ability to organize professional and para-professional staff and to
coordinate their activities into cohesive programs and services to
accomplish goals and objectives.
Ability to serve as representative, to interpret the goals and objectives
to the media, parents groups, family and other community organizations.
Ability to comprehend, analyze and interpret laws, regulations, policies
and standards pertaining to individuals with developmental disabilities.
Ability to take the lead in developing plans and programs for a large
congregate residential facility.
Ability to direct special reviews, inquiries and research projects.
Ability to work with and recruit community organizations to support the
Veterans of Foreign Wars, American Legion, Order of the Purple Heart,
Scouts of America, various fraternal organizations, etc.
Ability to research and interpret regulations issued by the New Jersey
Department of Health, Medicare/Medicaid, Veteran Administration et al.
Ability to plan and take the lead in conferences and seminars of
professional groups interested in the field of developmental disabilities.
Ability to direct and administer the utilization of staff, facilities and
equipment in an economical and efficient manner.
Ability to direct the development and preparation of the annual budget
consistent with the goals and objectives.
Ability to prepare and direct the preparation of correspondence and
extensive narrative and statistical reports.
Ability to supervise assigned staff and plan, organize, and implement
projects within the unit.
Ability to learn how to utilize various types of electronic and/or
manual recording and information systems used by the agency,
office or related units.
Ability to read, write, speak, understand, and communicate in
English sufficiently to perform the duties of this position. American
Sign Language or Braille may also be considered as acceptable
forms of communication.
