Job Specification

SENIOR INCOME MAINTENANCE TECHNICIAN  

DEFINITION:

Under supervision of a supervisory officer in a state department or agency, performs technical field and office work to review cases to determine client eligibility according to state and federal laws, rules and regulations; conducts research for complaints hearings and other inquiries; does other related work.

EXAMPLES OF WORK:

Conducts telephone interviews with applicants and clients to discuss eligibility, programs and services administered by state, county and municipal agencies.

Provides information for client appeals for the Office of Administrative Law.

Provides information on programs and services available from federal, state, county and municipal agencies and private organizations.

Researches complaints, inquiries and fair hearing requests.

Conducts research and prepare case summaries for the resolution of client or local agency disputes.

Researches cases and contacts clients in response to special referrals.

Participates in the training of entry level employees.

Interviews clients at home and in field offices to determine eligibility for programs administered by the department.

Reviews and evaluates applications for program benefits and verifies eligibility.

Participates in the collection and deposit of funds recovered from ineligible recipients.

Terminates eligibles beyond income limits, residing out-of-state and for other reasons; reinstates when appropriate.

Analyzes income, residential, chronological and other information to determine applicant eligibility.

Answers inquiries and provides information.

Prepares case summaries of eligibility criteria.

Prepares correspondence and reports.

Maintains records and files.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Five (5) years of professional experience in examining, adjusting, determining, or authorizing eligibility or entitlement for cash awards or benefits in a public or private financial assistance program, or in the investigation of personal financial matters.

OR

Possession of a Bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.

LICENSE:

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge of interview and research techniques.

Knowledge of the methods used to obtain financial and other resource information.

Knowledge of the methods used to review and evaluate information.

Knowledge of the problems encountered by individuals in financial need.

Ability to conduct interviews and research to obtain and confirm information about financial and other resources.

Ability to prepare case summaries.

Ability to explain eligibility requirements to clients.

Ability to interpret laws and regulations and apply them to specific situations.

Ability to review and evaluate information for eligibility determinations.

Ability to provide information on programs and services.

Ability to prepare correspondence and reports.

Ability to establish cooperative work relationships with clients, staff and others.

Ability to maintain files and records.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
