TRAINING TECHNICIAN 3  

DEFINITION:

Under the general supervision of a Training Technician 4, or other higher level supervisory official in a State department, institution, or agency outside of the Civil Service Commission, supervises and conducts the highly complex and sensitive training courses, classes, workshops, seminars and other learning opportunities both in-person and virtually designed to improve individual and/or organizational performance, or in the Civil Service Commission as part of Center for Learning and Improving Performance (CLIP), supervises and conducts the highly complex and sensitive training courses, classes, workshops seminars and other learning opportunities for the purpose of improving individual and/or organizational performance; assists in the planning, development, administration and implementation of an entire department/agency employee training program or a major segment of it; supervises staff and work activity; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

EXAMPLES OF WORK:

Supervises the planning, development, administration and implementation of a department/agency employee training program or a major segment of it.

Supervises the activities and staff of a unit responsible for employee training and staff development.

Assess training needs through surveys, interviews with employees, focus groups, or consultation with supervisors and managers; recommends new training projects or programs; drafts, applies and interprets post training participant surveys and other assessment tools used in developing procedures pertaining to a training plan.

Conducts training courses dealing with very complex, sensitive and/or specialized materials.

Monitors efficiency and effectiveness of programs or services.

Supervises and may participate in the preparation of lesson plans, course outlines, modules, guides, and other training materials.

Approves curriculum prepared by training staff to ensure guidelines and objectives are met.

Provides training and training development services such as needs assessment, coordination, instruction and evaluation.

Presents information to learners using a variety of instructional techniques and formats such as role playing, simulations, team exercises, group discussions, videos, and lectures.

Ensures training materials comply with current legislation, regulations, standards, and department policies and procedures, and when required, may update or modify course materials.

Supervise the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.

Explains agency programs and services.

Develops standard operating procedures for training purposes.

Utilizes computers or other technologies to conduct training courses.

Answers questions from learners regarding the training material presented.

Identifies training goals and objectives.

Conducts research on recent training trends; may design data collection methodology and procedures.

Researches various sources to find information, materials, and technologies to aid in the design and development of training programs.

Attends and observes training courses for the purpose of providing expert advice and/or assistance to course trainer(s).

Maintains accurate employee attendance records for training courses and may issue certificates for the successful completion of the course.

Assists program managers and supervisors in developing on-the-job training procedures.

Prepares and supervises the preparation of clear, technically sound, accurate, and informative statistical, evaluative, and other reports of training matters containing findings, conclusions and recommendations.

Maintains essential records, reports, and files.

Will be required to learn how to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Seven (7) years of professional experience in work involved in planning and carrying out training programs of varied types, such as employee training, adult education, and/or group education; or teaching in anelementary school setting through college which shall have included curriculum development and/or the organization of learning programs, or any combination thereof. OR

Possession of a bachelor's degree from an accredited college or university, and three (3) years of the above-mentioned professional experience.

OR

Possession of a Master's degree in Education or a related field, and two (2) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.

LICENSE

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the theories, practices, and methods relating to employee training and staff development.

Knowledge of the principles, methods, tools, and techniques of instruction, both in-person and virtually and their application to training programs and of the learning process.

Knowledge of the methods used to gather and organize information.

Knowledge of the various instructional methods used to present information (role playing, team exercises, lectures, etc.)

Knowledge of the techniques used to develop training programs.

Knowledge of the criteria used to evaluate course effectiveness.

Knowledge of the principles of needs assessment for training purposes.

Knowledge of the principles and techniques of program monitoring.

Knowledge of the fundamentals of public speaking.

Knowledge of supervisory methods and techniques.

Ability to supervise staff responsible for organizing, conducting and evaluating employee training courses and classes.

Ability to supervise the development and preparation of lesson plans, training outlines, manuals, guides, audio-visual aids, curriculum, and other related materials.

Ability to provide advice concerning the introduction of approved training plans, techniques and training materials.

Ability to operate and effectively utilize computers, audiovisual equipment, and other technologies used in the conduct of training courses.

Ability to organize assigned work, analyze problems, and develop effective work methods.

Ability to analyze and evaluate education and training needs, and in accord with such needs to evaluate and develop curricula, instructional methods, techniques, devices, and aids.

Ability to identify training goals and objectives.

Ability to formulate tentative training and development plans and projects.

Ability to analyze and interpret applicable laws and regulations.

Ability to provide advice and assistance to department or agency administrative employees concerning the need for specific kinds of employee training, approved training plans, training techniques, and the use of available training materials.

Ability to keep current with developments in the field of personnel administration and employee training by reading current journals, books and magazine articles.

Ability to supervise assigned staff and plan, organize, and implement projects within the unit.

Ability to prepare and/or supervise clear, technically sound, accurate, and informative statistical, evaluative and other related reports if training containing findings, conclusions, and recommendations.

Ability to establish and maintain self-reflective practices, cooperative working relationships with co-workers and others involved in the work of the unit and engagement, teaching, and facilitative practices that promote an optimal learning environment.

Ability to establish and maintain accurate records and files.

Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
