COMMUNITY SERVICE OFFICER 2 DEFINITION:
Under the supervision of a Community Service Officer I or other supervisory officer in the Department of Community Affairs, assists in the planning and development of programs designed to meet the needs of the residents and provides technical assistance to communities; does other related work.

EXAMPLES OF WORK:
Under direction, plans and develops physical, economic and social programs for residents in New Jersey communities.
Conducts research to prepare proposals that utilize Federal, State or other sources available to provide financial and technical aid to the community.
Under direction, prepares guides and instructional material for local governmental units to prepare formal applications to Federal and State agencies.
Attends meetings of community relations and other groups.
Under direction, aids municipalities in compiling information required for Federal and State assistance programs.
Visits communities to investigate problems in the areas of housing and urban renewal, code enforcement, air and water pollution, neighborhood facilities and regional planning and their application to the community.
Researches Federal legislation relating to community services.
Prepares Federal and State statistical, financial and other reports containing findings, conclusions and recommendations.
Prepares correspondence.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE:Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Six (6) years of professional experience providing technical assistance to local government agencies in the development of programs.
OR
Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.
OR
Possession of a master's degree from an accredited college or university in Political Science, Government, Public Administration, or a related field; and one (1) year of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the methods used to provide technical assistance to the communities.
Knowledge of the Federal and State programs available to communities in the areas of housing and urban renewal, economic development, air and water pollution, regional planning and public facilities as well as their application to local agencies.
Knowledge of the Methods used to gather and analyze data.
Ability to organize assigned field and office work, analyze technical problems and develop appropriate work methods.
Ability to aid municipalities in compiling information on Federal and State assistance programs.
Ability to prepare technical detailed applications for Federal and State aid programs.
Ability to participate in administrative studies, surveys and analyses.
Ability to interpret laws, rules and regulations and apply them to specific situations.
Ability to establish and maintain effective working relationships with those interested or involved in the work of the unit.
Ability to prepare correspondence.
Ability to prepare statistical, financial and other related reports, summaries and studies containing findings, conclusions and recommendations.
Ability to maintain records and files.
Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
