BOARDING HOME EVALUATOR FACILITIES

DEFINITION
Under the supervision of the Supervisor of Evaluations, Department of Community Affairs, inspects and evaluates the physical facilities of Boarding and Rooming Houses; does other related work.

EXAMPLES OF WORK:

  • Inspects Boarding and Rooming Houses to ensure they are protected from building hazards and meet safety standards as established under the provisions of the Rooming and Boarding House Act of 1979.
  • Conducts field trips to determine whether the physical facilities of boarding homes conform to the standards established by the Division of Housing, Bureau of Boarding Home Enforcement.
  • Inspects the facilities to determine that minimum standards are being met in relation to adequate and proper ventilation, safety from fire, structure, electrical, mechanical and plumbing deficiencies and physical securities for residents.
  • Issues orders for the correction of violations; reinspects the facility to ensure defects have been corrected.
  • Initiates procedures to vacate premises, suspend or revoke license, levy fine or refuse to issue a license if violations have not been corrected.
  • Provides assistance to owners/operators to advise them of the changes necessary to conform to the licensing standards, including but not limited to conversion and renovation of a building and new construction.
  • Maintains a close working relationship with those agencies involved or concerned with the physical safety of the residents.
  • Prepares correspondence.
  • Prepares clear and informative reports.
  • Testifies at hearings and court proceedings.
  • Investigates tax, deed, corporation and other records to determine owners of boarding homes.
  • Conducts background investigations of operators and owners of boarding homes.
  • Gives subpoenas to compel attendance at hearings for non compliance of regulations.
  • Maintains records and files.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

 

REQUIREMENTS:

  • EXPERIENCE:
    Four (4) years of experience conducting physical evaluations of the condition of housing or health care facilities for safety and habitability according to established codes.
  • LICENSE:
    Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

 

KNOWLEDGE AND ABILITIES:

  • Knowledge of the types of various legal documents and public records relative to real estate transactions such as deeds, easements and contracts.
  • Knowledge of construction and building maintenance practices, time requirements and work required to abate specific violations of the regulations.
  • Knowledge of the qualities, limitations and proper use of building and construction materials.
  • Knowledge of the methods used to test fire alarm and signal systems.
  • Knowledge of sanitation inspection and enforcement procedures.
  • Knowledge of institutional equipment.
  • Ability to interpret and apply the provisions of the Boarding and Rooming House Act of 1979.
  • Ability to interpret and apply health and safety standards applicable to boarding and rooming houses including modern mechanical, electrical, plumbing and fire safety and structural requirements.
  • Ability to interpret and apply Sate and federal laws, rules and regulations as they apply to public and private hospitals, nursing homes, boarding homes, and health care facilities.
  • Ability to interpret and apply the Uniform Construction Code Act and Regulations and the Hotel and Multiple Dwelling Law and Regulations as they relate to the enforcement of standards for boarding homes.
  • Ability to recognize deficiencies in the physical aspects of the building and identify and describe violations.
  • Ability to gather and analyze inspection data and provide recommendations to issue, renew, revoke or suspend licenses or to levy fines.
  • Ability to provide advice to owners/operators to meet the standards of the Boarding and Rooming House Act of 1979.
  • Ability to prepare correspondence.
  • Ability to maintain records and files.
  • Ability to comprehend, analyze and interpret basic laws, regulations, standards and policies and apply them to specific situations.
  • Ability to act as a witness for the State at hearings and court proceedings and to provide testimony under oath.
  • Ability to conduct field investigations.
  • Ability to establish and maintain cooperative working relationships with those interested or involved in the work of the unit.
  • Ability to prepare reports.
  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
