EMPLOYMENT AND TRAINING SPECIALIST 2 DEFINITION:
Under the direction of a higher level Employment and Training Specialist or other Supervisor within the Workforce New Jersey, has regional responsibility for conducting the office and field work involved in planning, coordinating implementing and reviewing new and existing programs in the One-Stop Career Center (OSCC) field offices; plans and directs one or more of the special program services or special research and workforce development efforts; does related work.

EXAMPLES OF WORK:
Reviews laws, regulations, and other Federal and State documents related to employment and training and/or related human resources development programs.
Assists in providing professional assistance to employment and training programs.
Participates in the review of employment and training program plans, contracts, proposals, program descriptions and reports for compliance with State and Federal requirements.
Provides data and background materials leading to contract negotiations.
Implements monitoring activities and conducts onsite reviews of employment and training activities of One-Stop Operators and service deliverers; provides technical assistance.
Contributes to planning for service among local OSCC Area partners.
Takes a lead role locally in providing outreach services to community-based organizations, faith-based organizations and housing agencies serving participants of the Work-First New Jersey (WFNJ) programs.
Takes a lead role in WFNJ Community Work Experience Program (CWEP) and Alternative Work Experience Program (AWEP) activity reporting for local Workforce Investment Board (WIB) Area.
Takes a lead role locally in the development of On-the-Job Training services delivered through contracts with public and private sector employers including preparation of Occupational Job Training contracts.
Establishes and maintains cooperative working relationships with WIB's, One-Stop Operators, county welfare agencies, other government agencies, and community groups to facilitate and coordinate delivery of services to clients.
Reviews monthly Workforce Investment Act (WIA), Workforce Development Program (WDP), WFNJ, Trade Act, adult education, youth and other program reports from assigned counties to ensure accuracy of data.
Takes action to train and assist local One-Stop staff in assigned counties.
Participates with OSCC staff in special local initiatives; may assess and place targeted special populations into jobs or work activities.
Monitors assigned counties' compliance with established goals and department standards for various employability development programs.
Implements and conducts research and project duties; may conduct surveys at the State and local levels.
Prepares statistical reports and correspondence as required.
Participates in the preparation of reports containing findings, conclusions and recommendations.
Maintains essential records and files.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Six (6) years of professional experience in the development, implementation or coordination of a multi-phase employment and training program in a public or private agency.
OR
Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.
OR
Possession of a Master's degree in Political Science, Education, Sociology, Psychology, Economics, Public Administration or Human Resource Development from an accredited college or university; and one (1) year of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
